Goodwill of Orange County | Kirk’s Sweet Success: How a Pilot Program and a Cookie Shop Are Baking Up New Futures

For many adults with developmental disabilities, the journey to meaningful employment is often met with systemic barriers and limited opportunities. However, a groundbreaking pilot program from Goodwill of Orange County, in partnership with the Regional Center of Orange County, is changing that narrative—one success story at a time.

The pilot program operates under Goodwill of Orange County’s Community-Based Services (CBS), which is dedicated to expanding choices and opportunities for individuals with developmental disabilities. CBS focuses on vocational placement across diverse industries—including retail, food service, assembly, and light industrial work.

This initiative is specifically designed for individuals who have faced challenges with traditional employment models or have transitioned from 14(c) programs. The 14(c) program allowed employers to pay workers with disabilities less than minimum wage under a special federal certificate, though many organizations like Goodwill OC are shifting toward inclusive employment models that offer equal pay and support. What sets the pilot program apart is its intensive, individualized supported employment model. Participants receive one-on-one, non-fading support from dedicated Skills Trainers, along with advanced assessments and personalized job placement through a specialized Business Development team.

The results speak volumes: with the right structure, training, and support, success is not only possible—it’s happening.

Currently, eight highly motivated individuals are enrolled in the pilot. This program unlocks employment opportunities for many who previously faced barriers.“If you provide the right support, anybody can be successful working,” says Kathi Millett, Program Director of Community-Based Services.

Take Kirk, for example.

Since January 2024, Kirk has flourished at The Cookie Element. The Cookie Element is a family-owned bakery nestled in the heart of Yorba Linda and established in 2016. Kirk plays a vital role in the team, assisting with bagging cookies and rolling dough for cake pops. From managing the holiday baking rush to mastering time management and self-advocacy, Kirk has become an indispensable part of the team.

“Kirk is an absolute joy to have as an employee,” says Amy Spillane, who co-owns The Cookie Element with her husband, Michael. “He is diligent, does an excellent job, and his absence is felt when he’s not here. He’s made an impact not just on our workload, but on our hearts.”

How the Program Supports Kirk’s Success:

Skills Trainer: Thanks to the special grant funding, Kirk receives continuous support from a dedicated Skill Trainer who is with him every step of the way—offering real-time coaching, job development, and personalized assessments. This level of investment is rare and significantly more robust than traditional services, but the results speak for themselves.

Time Management: Kirk learned to independently manage his clock-in and clock-out times using alarms, boosting his autonomy.

Organization: With gentle guidance, Kirk adopted habits that reflect a professional workspace—like keeping his belongings neatly stored.

Teamwork & Advocacy: During peak seasons, Kirk embraced collaboration and learned to ask for help when needed—earning praise and recognition from his supervisor.

New Responsibilities: Kirk now assists with rolling dough and quality checks, and is on track to learn portioning techniques—demonstrating remarkable growth in self-management and professionalism.

This pilot program doesn’t just help participants find jobs—it helps them thrive. It’s a model worth supporting, because it’s about more than employment. It’s about dignity, independence, and inclusion.

“There’s a transformation, even in how someone walks, when they have a purpose,” says Diana Nevarez, Program Manager II at Goodwill OC. “You see that in Kirk.”
